Emergency flights are exempted from the 14-day requirement in seeking approval; however, this does not preclude the aircraft operator from providing the necessary information to the above authority at the earliest opportunity.
Prior approval for the flight must be obtained.
However, no such permission is required for flights that fall into the following category:
(a) Overflights by civil aircraft that have the nationality of an ICAO Contracting State, provided that the requirements of the ICAO Convention on International Civil Aviation are complied with.
(b) When Rarotonga International Airport is nominated in an IFR flight plan as the alternate aerodrome in accordance with CAR Part 91.405.
(c) The Ministry of Transport and the applicable airport authority has been notified 10 days prior to nomination of aerodrome as an alternate.
